He probably just doesn't want to go through the hassle of separating the digitizer from the lcd. Or maybe even can't, for another reason. It is possible. But, not everybody can do it. If your hard up for money, search out another shop, in your area. But, be careful. Not everybody does good work, it could be better just to pay for the whole assembly
