How to obtain a USB repair boot device ASUS T100?

My ASUS T100 will no longer boot;  the error message from windows 8.1 attempting boot routine says some is missing from the hard drive;, and suggests booting from a repair medium (disk or USB) USB is my only option,  Presuming I have a bad spot on the hard drive, I now want to obtain a repair USB device from which to boot and hopefully repair my hard drive.   Any suggestions?
