I am truly stumped

I was originally getting an error code 5100

which according to the poor canon documentation stated there was a paper jam.

I noticed however that the timing belt (encoder belt) had become undone. I replaced it (affixed it) and now I am getting error 6700 - and no mechanical movement at all. The power supply seems okay though it is rated for (+-) 32V, I am getting (+-) 8V on four lines which equals 32V - not likely a coincidence.

I attempted cleaning the printer head and making sure the timing strip is passing though the correct sensor.

The moment I power on the unit it just begin to flash error code (yellow/white lights)

Any ideas?
