How can I stop my phone from setting up connection

Every time I cut my phone on It says that it needs 6 attempts to set up connections. It has two choices i can make (press emergency call or press cancel) but every time i press it the screen doesn't change but mind you before i didn't have this problem every time that popped up i would press cancel and everything is working fine until now please help.
