Screen locked with itunes symbol and power cord pic on it

I turn on my ipod and the on the screen is the itunes symbol and a charger cord with arrow from it towards the iTunes symbol. Clicking on the home button doesnt' do anything. The ipod is fully charged but I can't get past what I have describled.
I do not have the skills to take it apart, is this problem worth cost of getting someone to look and hopefully fix it.
