Mobile not switch ON, however Camera flash light is blinks

I dropped the phone (<1 feet); then after mobile not switch ON; however if I press power button, flashlight is ON/OFF.

No power to CPU/other circuits.

I understand that, IC need to be replaced because of short-circuit. Is it right?
