The instrument cluster has bad solder joints on the main plug. Take the cluster out (carefully) and re-solder the ALL the pins , very easy to do, just use a small solder iron, put it at the base where the pins go into the board and just heat one pin at a time until the solder has melted (very easy to tell, believe me you will SEE it) then move the iron away. let it cool ( you will actually SEE this also) do this for each pin and your finished. Reassemble and pretty much everything will work. This will also sometimes fix the pesky check engine light as the main signal buss is through this plug. so possible transmission shifting problems, emissions failure etc. may be fixed by this. I love dodge vehicles but like all, they have their quirks.
