iPAD does not power on, reboots every 7 seconds

Hi, I have a problem with my ipad. It reboots every 7 seconds when charger is connected. With USB cable in my PC, little flashes every 3-4 seconds are shown (can't restore with itunes)

I've cleaned every connection from the dock to the logicboard with alcohol and revised every connector. Everything seems fine.

What could be the problem? dead battery/dock connector/logic board?
