Why won't replacement battery charge?

I have replaced the battery in my 13" late 2010 MBA and the new one (genuine Apple part allegedly) won't charge. The laptop boots when the magsafe is connected. But there is no charging light and the toolbar message says (Not Charging). I have tried resetting the SMC with shift - control-Alt+Power button but this seems to have no effect. Any thoughts?
