My iPhone5 can't find wifi networks at all. While in my other iPhone device I can find a few networks.

I tried reset settings and even fully restore the iPhone using iTunes. Doesn't helped.

The switch button of the wifi is working, I can turn it on and off. Also in the About section I do have a wifi address.

The on/off button for wifi is working, and I do have a wifi address in the About section. What could it be? Is this a software issue or hardware issue?
