I've seen an LG phone before that wouldnt charge correctly like that. I took the battery out and left it out overnight, plugged into a new charger and put the battery back in in the morning and it started working fine. Cant remember exactly what LG phone it was but I was reading in some forum that it was a slightly common issue.

Worth a shot.
