My laptop won't start up

So my laptop IBM thinkpad I think T42, will not start. I pres the power button and the home screen that says "IMB and under "thinkpad", but then a message saying

"Windows could not start because the following file is missing or corrupt :

System33\DRIVERS\pci.sys

You can attempt to repair this file by starting windows setup using the original setup CD-ROm.

Select 'r' at the first screen to start repair."

I have no idea what to do!
